What is this hole in my 08 Tourmaster?

What is this hole in my 08 Tourmaster? It is located behind the front driver's side wheel.

Is it a weep hole? Is it a screw hole? Should I cover it? Put a screw in it? What would you do?

Mine has a row of rivets that look like they hold the fender on the body. Looks like maybe a rivet came out of the hole.

I had the same thing, same place. It is in fact a missing rivet.
