where do I file a complaint

Bought a new 2013 ,24rks travel trailer,only about 2000 miles on it, the axle grease is everywhere and the tires shot with an apparent cracked wheel.

What kind of complaint are you looking to file? You start by taking it to the dealer you bought from to have it repaired (at no cost). You can call the company, but they'll likely tell you to do the same, as well as that they don't make those components.

The frame and axle are made by Lippert. Gulfstream receives them already assembled. You could call Lippert and complain. I'm not sure who actually makes the wheels. An investigation would want to know things like: How fast you drive with the trailer? (If over 65 mph, you're exceeding the design limits of at least the tires, which could cause them to say you're at fault.) What the road conditions were like, etc...

Can't say I've heard of others having the same problem - it's not likely that whatever caused it is all that common. (Possible cause: seized bearing - with grease... Could be caused by a manufacturing defect in the bearing or hub or bad installation of the bearing...)
