I would look at a carpet supply store. I really like the carpeted ceiling as I think it is a good insulator. Have you thought about replacing with carpet tiles...

Has it been replaced recently? It seems as if there is a connection missing? Is it possible that the thermostat has been replaced? It's best to start small to eliminate the possible problems...

I have also found this to be true everywhere. I have seen custom rigs that bypass this and will have a tv lift above the dash. This is probably controlled by a off delay timer...
