Looks like an aftermarket backup sensor display to me. Peak and some others sold a system that came with two black plastic sensors that could replace the license plate bolts and displayed how far you were from object. Noise alert also when somebody walked in range behind vehicle when in reverse. Sensors are probably missing so display is worthless.
