Most likely the old house batteries had one of more internally shorted cell which would explain both the low level of charge and the blown fuses in the converter. You are well on your way to getting all the batteries sorted out for condition and proper sizing. It was a lot to swallow on what should have been a coach sold in a ready to use condition -- and the multiple 12 volt batteries in the front where the 6 volt ones belong indicate that the dealer that resold it to you is one that you should not frequent.
