The water pump isn't self-priming, it needs water in the pump to start flow. Try opening a faucet or outside shower cold water valve to allow air out of the system. If you can remove the lines at the pump itself, try removing the outlet side of the pump. Don't let the pump run too long with no water, you will shorten it's life running dry.

Every RV pump I've ever had has been self priming.
