I'll bet there's water in your vent tube. Take a small hose and blow it out, you will hear it gurgle. Thats what happens with mine at times. If the tube is plugged it will seem like the tank is full, but once you blow it out you can fill it all the way, oh and water will spit out the tube even though it's not full.
