Default Hot Water Heater Bypass Valve

I have a 2003 BT Cruiser and having trouble turning the hot water heater bypass valve and too afraid to force it. Presently, it is on "normal flow" and I want to bypass the hot water heater. I'm not sure if i have to pull it, push it, turn it. When I make an attempt it seems to also move some of the piping and makes me very nervous. Thank you for your assistance.

My bypass valve is blue & white and made by Swan industries. Looks like this one.

Looking at the one in your post as an example;

That one is in NORMAL FLOW mode. You would rotate it up so that arrow on the handle points down towards the word BYPASS on the tag. If it doesn't turn then try pouring some hot water on it. The hot water will loosen it up by expansion.
