In another posting, a frequent fueler program was mentioned by Texas TC. What is this and where do I sign up?

Most of the major truck stops offer them (Flying J offers a lower fuel price, others offer discounts for food, convenience items etc.). Just pick up an application when you pay for your fuel or do a google search for the truck stops you may frequent. They often offer them on their websites.
