Before you invest the time/effort in painting one of those scissors jacks, get a table sized piece of plywood or similar and attach it to one side of the jack and then fasten the other end of the jack to a solid surface like a workbench.
I believe that you will find that it is not wobble-free enough to be the only support for a dining table...
There are gas cylinder powered telescoping lifts for yacht tables available for a few hundred dollars, quite a bit less than the electric ones. Some of these do not need any space below the deck, so it could work even on a slide with no basement under it. If you are handy at making things, perhaps you can adapt an office chair lift gas cylinder to this use you propose -- not as automatic as an electric mechanism, but should be stable and easy to operate with no loose parts to store...
