Default '09 Supernova VT365 Fan Problems

2009 Supernova 6332 with VT 365 diesel. Having problems with the engine fluid drive clutch fan driving all the time. Arranged to have the Denver International dealer, McCandless Truck Center LLC replace the fan clutch and after waiting 5-1/2 agonizing hours to change the unit that would take a competent mechanic 30 minutes it has the same problem. The dealers answer was they would submit the problem to "Engineering". I have emailed Navistar without any reply. How many other Supernova owners have a problem with fan noise?
