Default heater hoses

alright question number 50,on my heater hoses to the heater core,there is the heat cable on/ off which goes to the control panel, and then there is a control valve with a vacuum hose, i had no heat so i wd40 it and move it the opposite direction and yeeha heat!!!do i need this control???cant i remove it and plug the vacuum hose??
