Default A/C compressor

Just purchased a 2006 FEMA trailer. The roof mounted A/C compressor (I think) is cycling on and off although the thermostat setting for the A/C is in the off position. When thermostat is set to where the a/c runs it seems to operate just fine. Is this normal? Any ideas? Thanks.
