Question No pressure on demand water pump

Own a 23qbs vista cruiser. Just purchased. With water tank full pump will continue to run no water pressure. Found a valve? Behind panel in lower bunk above water tank. It’s oblong and I cannot turn it. I believe that I might be able to but I think I will brake the plastic knob. I’m thinking this is in winter mode bypassing tank? It may be in open mode if longer portion of knob in line with line is the design. Anyone have problem with valve?
