No power to power seats

I have a 2006 Tourmaster and both front seats will not work. I found what appears to be an in-line cicuit breaker fuze. Tested it and it is shot. replaced it with a 20 amp circuit breaker with posts. Measured 13 amps across the posts but it clicks every 5-7 seconds and power drops off. Seems like the breaker is shutting off and restarting. Any ideas what may be causing this? How do you test a 12 volt relay on the coach? Any ideas if the seats can be moved manually so I can close my slide? Thank you.

I had the same problem and found that if I reversed the color coded wires it solved the problem.
