Emergency Brake Stuck 89' GSC Sun Vista

Hi, I'm new. I have a 1989 Gulf Stream Coach Sun Vista with 19,000 original miles. The emergency brake was releasing & now it is not. Is this a design flaw or??

Not sure what kind of chassis you have on your coach, but that is very low miles on the coach so it has been setting for twenty plus years somewhere. I imagine the emergency brake is cable operated and it might need some lubrication. It also could be a broken return spring somewhere.
