Dash heater

Have a evans heat/ac dash unit. Tried the heat only blew cold looked for the water valve in the heater hose and found its hand operated. Its this primative setup normal or did the previous owner replace the vacume controlled valve with this one? Any one else have the hand valve in their coach?

Somebody replaced it. LOL!

I checked it out further the electronic valve was replaced with the hand valve . The harness is there and after testing it, the potentiometer is working so I am ordering the correct valve. Thanks Ray.
