Tow car/Dolly lighting

I am setting my RV up to pull a tow car on a dolly. The dolly has brakes and lights which both work perfectly. To be legal, does the car need to be modified so that the lights and turn/brake lights work also?

No. As long as the lights are working on the tow dolly, that is sufficient. Uhaul and places like that rent tow dollies all the time with no modifications necessary to the towed vehicle.
