Fresh Water Tank leaks outside of rig

I have a 2003 BT Cruiser # 5230. Whenever I fill the fresh water tank I lose over half of the water before I get to my destination. It sloshes around and comes out of the area where the fill spout is. The fill spout has a cover and there is an air hole (that is not covered). It leaks as I drive down the side. Has anyone had this issue and if so, is this normal?

Another member (Bob Winfield) mentioned to me just yesterday that while we have 30 gallon water tanks in our model 5291's that the fill port is too low to really accommodate filling it full. Ours are under a slide, thus the reason. He said with a flair "If someone's tailgating me I can splash 'em out my fill nozzle!"
