motor starts and run good but wont charge the system while driving, drains the battery. Alt taken off and checked at 2 places both said good, 2 new voltage regulators still same issues

If you have a battery switch check it. It may have failed. If there is a separate charge wire it will attach to the battery positive terminal also. Check it. This system is not that complicated. Check the ground side too. Clean the battery terminals.
