I get a low voltage on the panel at the floor and when the sound stops the green light comes on the same panel. Sorry, I'm really new at this.

I have a GS BT CRUISER 25' , 2004. My dash lights and my tail lights aren't working. Can someone tell me where the fuse panel is for these. I checked at the floor by the fridge and the big black box...
