I would suggest you find the panel on the outside of the RV that covers the water heater. Then look at that same location inside the RV. Almost guaranteed you are going to have to remove a panel inside or the floor of a cabinet or something like that to get to the rear of the water heater. On my previous trailer, I had to remove the back wall of the pass-through storage area to get to it. On my current trailer, there is a panel under the bathroom sink cabinet with two screws to remove to get to the back of the water heater. The bypass valves should be right on the back of the water heater.
