Time to start checking things with a voltmeter. When you are plugged into shore power you should see 13.3 volts or greater everywhere you check, including at the battery. If you see 13.3 volts or greater inside the RV, but less than 13 volts at the battery, it indicates that the converter is working, but the batteries are disconnected somewhere.

If you only see less than 13 volts everywhere, it means only the battery is connected and the converter is not working.

There are also large, like 40 amp, reverse polarity fuses on the converter (or DC fuse panel) that will blow if the battery is connected backwards, and they may be blown. Check all DC fuses with the continuity function of the volt meter.
