Are you sure GS didn't put a disconnect switch on your dash, or near your exit (door)?

That makes sense, that the disconnect switch is off, given the readings you presented.

Once the engine is started (jump started) does the fuseblock reading increase?

Finally, GS may have a wiring diagram for you, you just have to keep after your customer service rep to get it.
