One reason for stating the total water content of the fresh system including the water heater tank is to allow the proper calculation of the "wet" weight of the rig when all fluids are topped off. That 6 gallons of water weighs 50 lbs, so should not be ignored...and it amounts to about 22% of your total water weight when the system is full.
