I guess you havent found the problem yet. My 2 cents is If it is low on both pump and city then it has to be a restriction after those 2 plumbings are common.
Is it equally low at all out lets? Is it equally low on hot and cold?
then its upstream of the first outlet, but after where city water and pump are common.
