Your power distribution panel has two 40 Amp fuses, if blown, will take out all your 12V power. Since you have no 12V with and without shore power, start there (at the 40Amp fuses). The converter (12VDC power supply located in, or near, your power distribution panel) supplies DC power on shore power and charges your batteries, the batteries, of course, supply power off shore power. They tie together at the distribution panel. Hopefully this helps a little.
