If you started it right up @ 9 degree, I'm guessing it's already plugged in somewhere, you just can't find where it's located. There should be a breaker with a white 'test' button. Press it next time you are in freezing temperature and see if you can still start up easily.
That's better than me. I can't find the heating ducts to the bedroom; because there weren't any! Of course I had to find this out when I was in Utah while the temperature was in the teens. While everyone is complaining been too hot in the front, my wife and I are freezing to death in the back.
