If 120vac equipped, the outside switch, in my opinion, has always been more to protect the 120 element when WINTERIZED, so that someone does not turn on while tank is dry/ winterized, outside switch should be OFF when winterized. There should be inside switch (if equipped) so you do not have to go out in the rain to turn on. Mine is LP gas only, but does have the outside switch, too.
