I'd suggest following the small tube coming out of the vacuum reservoir (black ball) that goes through the wall to the left in the picture. That's the line that is feeding vacuum to something. Like the others said, could be controlling a thing like the doors on your AC/Heater vents under the dash. Something engine vacuum normally controls if the engine was closer. Follow that line, you'll find out exactly what the pump is there for.
