It really depends on how the wheel and tire fit in the wheel opening. With your unit setting on the ground can you see the top of the tire,? if yes, place the jack under the axle. If not please jack under the frame. When you Jack under the frame it allows the spring to relax. Sometimes you won’t have enough Jack length to lift beyond the spring relaxing, and tire won’t clear the ground enough to remove it. And remember this! A tire full of air is larger than a flat one. Either jacking point “should be safe”. If it were me, and there was enough wheel opening area. I would place the Jack under the axle. It will lift the tire off the ground much quicker, than jacking from the frame.
Oh! and “Don’t Forget To Loosen Lug Nuts Before Jacking The Unit”.
