Not sure what the connection is under city water hook up?

That looks like a quick connect fitting for a coiled water hose. If it has a collar that pushes in, that's what it is. My 21 23RSS has one. It came with a blue coiled plastic hose with a pistol grip type garden hose sprayer. Very handy to have.
