Question New Kingsport 279BH 30a fuse blowing

The inline 30a fuse between the 40a circuit breaker and the other 12v powered devices on the tongue keeps blowing. The dealer can't find the issue.

I'm wondering if it may be how the power from the tow vehicle is connected.
here's a rough diagram of the circuit breaker

from Inverter ----- 40a CB brass terminal ---- trailer battery
40a CB steel terminal ---- 30a fuse terminal 1

tow vehicle power ----- 30a fuse terminal 2
power tongue jack ------/
solar charger input ----/
other 12v devices ----/

Should the tow vehicle power also be connected to the 40a Circuit Breaker brass terminal?

Is there a wiring diagram available to confirm my suspicions?
