Default generator starting issue

1996 GS Sunsport model. I have only the house battery connected, everything is off. The fuse in generator panel is blown. It is a 7.5 amp, so I replace it. After inserting, generator is making clicking sound, which is odd. If I press start button, attempting to start, the fuse is blown right away.

Any idea what is the clicking noise? I don't think it should make any noise when everything is in off position. It is a relatively low hour unit, and looks very clean too.
