Default 2003 Yellowstone Countryclub Trio DP

Lost power to the 2 dash power outlets (12v) last weekend, located a blown fuse in the outside electrical compartment (under driver window) but when I tried to insert new fuse it blew!

I tried disconnecting both 12v plugs (lighter receptacles) no change still blows the fuse. ANy idea what else could be on the circuit.

The fuse I found is in Fuse Block AE 2004 BATT located on the back wall of the compartment, 7 rows of fuses across by 4 down. 15 amp fuse in 2nd row 4th from top is the one blown.
