Default Sticky "Putty?"

I saw a type of "putty" that would not harden but provided a very secure/tight connection for anything it was attached to. It was used to hold a lamp to a table, It was so secure that the RV could be driven with no risk of the lamp moving. ...................yet the putty could be easily removed if desired.

I would love to know what this stuff is and how to get it. Can anyone help?
