Default towing issue

2002 Gulfstream Conquest. I am having trouble getting +12 volts to my car dolly that I want to tow. I have replaced and checked out the ground and is is fine. I can only get 11 volts. My brake controller (mounted on the dolly) needs +12 volts to work. Does anybody have any suggestions to trace the problem???

Did you ever get this fixed?
I had a similar problem and I ran a separate wire from chassis battery , where it is attached by an alligator clip, directly to the hitch and installed a flat 4 connector. Installed ground at rear of coach and another ground at front of toad. End of problem. When I park for a while I disconnect the alligator clip although this is probably not necessary.
