Default Tail lights not working 2008 Tour Master

Tail lights do not work. The tail lights on the Toad do work. Found fuse for side markers but not tail lights. Found a white wire that goes into the wiring harness that has what looks like an inline fuse holder but no fuse in the holder. Email Gulf Stream and they said fuse should be in the same compartment where the marker fuse is but cannot find anything marked tail lights.
