Headlight Problem

We have a problem with our headlights and have been stubbornly trying to troubleshoot it ourselves for a long time. Normally we don't have low beams, but have high beams. After being parked for a while the lights work perfectly except that the high beam indicator light is on all the time. Brighter when on high beam and dimmer when on low beam. I notice that someone has added a jumper wire from one headlight wire (a white one) to another. I'm thinking the trouble may be in the steering column since I move it just before driving the unit and have been reluctant to try to tear into it. Would appreciate any input. Thanks.
