You do have a pilot in a sense. You have a flame rod that detects the flame and allows the gas valve to remain open. If it does not detect the flame within a couple of seconds it shuts the gas valve down immediately.

Good day, I had that problem when we first got our used Gulfstream and the pilot light/ignition area just needed a quick blowout with air to get a few cobwebs out of the way and everything worked. Hopefully, that's all it is for yours.

When all is working well, the "pilot light is out" will stay lit until the pilot is ignited. Then the light will go out. It may take 10-15 seconds. If you listen closely you will hear the whoosh of the propane heating your water. Good luck.
