Rear window/ escape hatch

I have started to put new rubber seals in the windows as mine have all shrunk and come away from the corners. I noticed that whilst doing the rear window/ escape hatch, that I can't actually open it!! not good for an escape hatch. Can somebody explain, maybe with pictures, how the latch should work please. I think mine have parts missing.
 
It should be a toggle latch mechanism... Is it like the red one here?

Thanks once again Chuck. They look like the red toggle type latches. I can't work out what they are supposed to latch onto though. I think the latching mechanism is all there but not the part that fits to the window frame, although there are no holes in the frame for screws or any fixings.

It is hard to say what may remain an issue with your latch -- perhaps posting some pictures of what you have a present will let us know if any parts are missing.

Yes it is a bit hard to see much detail or potential motion limits in a single image like the one above... If you look at what the latch looks like when not installed, you see the black channel at the bottom is part of the latch:

My experience with similar toggle latches of this type is that you lift the free edge where the two red parts are riveted/hinged together until the whole latch is tipped forward so the nose of the outer part extends well over the window frame -- then hold that part down in contact with the frame and 'toggle' the hinged latch assembly until it is horizontal.

The latch is attached as part of the wall opening frame, and not connected to the window pane and its frame, correct??

Hi again Chuck. No i haven't removed the latch mechanism yet but, I think there are remnants of rivets in the opening section of the frame. I also haven't been able to see why it wont open as yet, I haven't found any screws or such to hold it shut which was my previous thoughts. It rattles a tiny bit so has a slight bit of movement. I will remove the latches and see what that shows up.
 
I would not use your RV until THAT window is fixed. It is your lifeline! Further, once fixed, you and your family need to do a fire drill on its use. 30 seconds my be the difference between life and death.

Once unlatched, have read of some brands/ models that fell out when opened, but on mine, 25yo, and hinged at top, latched on bottom, after unlatched, can stick to the rubber and silicone spray annually/ semi can be helpful. Also be aware that shrinkage and expansion is a function of temperature and when it gets hot, new cut too long will push itself out too from expansion. Also, during a fire, suspect most would kick it out without delay. Best slowly, carefully pry open and treat seal w/ spray.
